Not very tall for his implied age, Cecil is fairly feminine in appearance with a thin, handsome face and smooth, nearly translucent skin. He is slender in stature, not quite gangly but close to it. Cecil's hair is a kind of pale blond in color, though in some lights it seems to take on a silvery white sheen. It's short and messy and falls barely below his ears, though a longer bunch cascades over his left eye, always concealing it. His right eye is a evanescent silver color that seems to shine with an almost otherworldly quality. His left eye is always covered by his hair, but instead of being silver it is a deep and bottomless black, completely lacking a pupil. His normal outfit is made up of a long sleeved shirt, patterned with black and dark gray strips in a horizontal patten. It's cut low, exposing some of his shoulders and neck. Over this Cecil wears a long sleeved black dress shirt that he keeps open in the front and loose, black cloth pants. Lastly, he has a pair of white boots that lace up to just below his knees, covered with numerous buckles and straps.
His child form looks mostly like him, albeit at a much younger age. His hair is somewhat shorter to match the smaller body, and less untidy though it still covers his left eye, which also remains the same. His outfit doesn't really have any major differences, with the exception of a small, black bow tie tied around his neck, and it is always slightly lopsided.
Personality: Cecil is very reserved in his ways, and can easily seem unsociable. While he comes off withdrawn, he isn't above being blunt about people's faults, and even seems to enjoy drawing them out, mercilessly teasing and taunting them with cryptic statements and prying questions. Smug is something he does well and he can come off as spoiled rotten, but when serious Cecil can quickly become nearly emotionless, using his powers ruthlessly and without care in order to get what he wants. Cecil is also fairly narcissistic, taking care in his appearance and using his status as an excuse when he wants to. His child form is somewhat what more playful and easily amused, though he still takes pleasure in the suffering of others. When in this form he seems to have a penchant for getting piggy back rides, whether someone wants him to or not. Also in this form, Cecil also has a tendency to break out and comment using haiku, often in a cheerful and mocking singsong voice. Though, no matter what form, Cecil seems to have a great liking for peaches, eating them whenever he can get his hands on one.
History: Cecil isn't actually the real Cecil..or at least, he wasn't before. A few hundred years ago, 'Cecil' was born as the son of a Lord and Lady of a prestigious town just outside the borders of Adel'Rozen. It was a fairly wealthy place, and the village had been looking foward to the birth of the new heir. But shortly after his birth..his parents began to realize something was wrong.
The baby still looked the same..but they still felt unease. Especially because of his eye, which they passed of as a defect. Truly though, they real child had been replaced with 'Cecil' by an unknown demon, in the hope that the Changeling child would begin stir mischief in the town. And as he grew older..it was apparent that he planned to do more than that. Cecil was raised as their son, pampered because of his status and considered a 'prince'.
But his unusual and somewhat wild behavior still concerned the Lord, as well as his 'defect', which was beginning to become a symbol of misfortune as things in the town began to fail. But Cecil knew what he was..and soon discovered his unique powers. But his father had witnessed him using them on a servant and finally confronted him, realizing what he really was. Attempting to kill him, enraged at the loss of a 'real' son and believing he was the cause of the state of the town. But instead of killing him, Cecil took control of his mind and forced him to go about things as normally, but secretly under his own reign. As the years passed on, Cecil did not age, and even after the death of his 'parents' continued to appoint people to rule after the estate and town in his stead, allowing him to travel where he pleases.
Powers: Cecil has the ability to plant a command in a person's mind though use of his left eye, which he refers to as a 'Void'. Only one command can be issued per person, and they must be looking at him for it to take effect. The power is not always active, even though he keeps his eye covered and Cecil can rouse it through the use of the word, Vanish; which must be said out loud. Then he would issue the command, and while difficult it can be resisted against if a person's will his strong enough. Eventually, long term commands will wear off in time, while short term ones disappear once they have been completed. After the hold on a person's mind has vanished for some time, Cecil can issue another one, though with short term commands there is a time limit in between.
Cecil is abnormally fast and has increased strength, allowing him to use his weapons with great force. He also seems to regularly defy gravity, walking on walls and other surfaces that he would not normally be able to. Cecil can also take control of a person's reflection or project his own image onto theirs, using any reflective surface. He possess the ability to shift between his current form and his childhood self at will, though sometimes his emotions can have an effect on when he changes.
Weapons: Cecil is highly skilled in throwing knifes and needles, keeping a steady supply on him at all times. Often, his child form can be seen sucking idly on a needle as kind of a bored habit. He also likes to mess around with poisons.
